fluctuating current when charging

when charging this phone, it consistently jumps between 94mAh and, at best, 564mAh. I know that's slow, but why such a fluctuation? Oh, and, can it be repaired? It's not the adapter nor tether....I've used and therefore checked all that I have with good results on other phones.
